Why bother creating an amenity if you're going to work so hard to make it difficult to access. Really who are you keeping out of your empty dog run? Sad.

To the other people saying that their are too many hurdles they just arent taking the time to collect the info they should already have when owning a dog. The park needs a dog license, rabies proof, proof your dog is fixed, recent fecal test and distemper shots. All things your dog should already have as a responsible dog owner. I have been to many of the dog parks in the area and they do not compare. My dog loves this place and she already has a dog friend she looks forward to see when we keep going back.
