You can purchase a pass from the Eagle Creek Park admin office, or what I did was buy an annual pass to four outdoor dog parks at the Broad Ripple Park admin office, which includes a pass here. Dogs are better for vaccinations when you buy a pass, so be sure to have a copy of your records. Of the dozen times I visited in the last month, I haven't run into any terrible dogs or behaviour. Definitely recommended if you've been training Fido well.
